Very Odd Behavior with text and images

Things will look like this on the web, but when I scroll over it with the mouse or click over the text it looks correct.

Also videos on the web (such as youtube) will glitch while they play, but will still play. So similar visual issues will show on the video that are in the picture above. Just like, the video will glitch. I don't know how else to explain it.

Could this be a problem with my graphics card? Because I reformatted my hard drive and reinstalled osx 10.8. I have a mid 2010 macbook pro. I had this problem before the reformat as well.

What 2010 MBP do you have then, the 13", 15" or 17" model?
Have you updated to 10.8.4 yet?
Have you tried another browser than the one you seem to use (whichever browser that is)?
Does it also happen in another, even temporarily created, user account?
Have you tried deleting "com.company.application.plist" in Macintosh HD / Users / YOU / Library / Preferences / yet?
