Very Strange System Pref's Icon?

So I work at Comp USA and saw this on a MBP the other day, now it just happened to my MBP today, what gives?

It's a bit of a bug in the cache. Find a file named com.apple.preferencepanes.cache in the Cache folder in your Home folder's Library and delete it. Do this while System Preferences is closed though.

I had that exact same thing happen to me on my MacBook as well. But recently it somehow fixed itself

The periodicals will clear out the cache which is why it should fix itself eventually, anyway.

My periodicals don't clear out the cache, they were removed by my doctor which is probably why...what is a periodical?
