I have a PowerMac 7200/75, but the monitor (Apple Multiscan Series 15) started to flash different colors. Is there a way to connect a VGA CRT monitor to this tower?

You need an adapter. They do exist, as I have one for my 7200. You'll need to either find one online, or if you have a local computer parts store you might be able to find one there. Places like Radio Shack, Best Buy, etc probably won't have them.
I'd suggest using Google's advanced search for "Mac to VGA adapter" and put the word "mini" in the unwanted words section. Like this.
