I moved the folder and save location on MacOS to Downloads as when it was on Documents I didn't like it taking up so much iCloud space. This folder is a over 3GB now. Is there a better way, can I delete the folder with no effect on the iPhone and iPad versions. Just trying to get some storage back.

If that's media downloaded from Viber we're talking about, yes, you can elete the folder, it won't affect iPhone and iPad versions. However, some media might be downloaded back as you open conversations in Viber.
Take a look at the Settings, there might be some limitations for downloading media, or (like with Telegram) a setting to auto-delete media files after some time.
(can't be more specific, as I don't use Viber anymore)
