Just bought an iPad Air earlier this morning and it appears when it's plugged and I lightly brush my fingertips along the back-side of the iPad it almost vibrates as if there was friction between my fingertips and the device. When I unplug the iPad this goes away.

I've tried different outlets. This happening to anyone else, is this something I should be concerned about?

yeah, that happen to the macbook airs/pros too. its basically because the charger power plug is not grounded, and the iPad charger plug is not grounded.
if you have the macbook pros and use the three prongs extension cable from it in place of the duck-head on the iPad charger, then the "tingling" sensation on the iPad aluminum case will go away, because it is grounded.:D
