In iOS 13, how can I tell what resolution my videos are in that I shot (or 4K, 1080p, etc)?
I believe they are 4K however when I upload to YouTube 4K isn’t an option to view it
 
Please anyone feel free to correct me because I haven't check in iOS 13 but to the best of my knowledge there isn't a way to see a videos resolution without copying the video to a 3rd party app that can ready it.

How are you uploading and viewing the video?

A sure fire method of uploading 4k is to just open the video in iMovie on the phone (edit if you wish) and upload to YouTube using the 4k option.

If you are using the YouTube app you need to goto you user icon, settings, upload quality, and then set it to "Full Quality" (default is 1080p).

For viewing, Youtube converts to VP9 for 4k video even if it was an h264 mp4/m4v upload. So on a Mac you will not be able to see the 4k option in Safari. You can use Chrome or FireFox to see it.
