Video_TS - PAL to NTSC?

Can anyone recommend an app (cheap/free, preferably!) that can convert an existing Video_TS folder from PAL to NTSC? I've used Burn to do a similar conversion for AVI/MPEG-2 in the past, but not sure/don't think it works on a Video_TS folder.
