Viewing Emailed PDF in Safari

Hi sorry I am new to all this forum stuff but I have been trying to view a newspaper called racingpost as a PDF but safari opens a new page downloads the file but then all I can c is the front page of the newspaper and a small bit of page 2, I am also unable to scroll up or down. Have u guys got any ideas what I could do, many thanks
