Viewing my PC on my Mac

Hi,
Hope someone can point me in the right direction to a frustrating problem;

I have my PC next to my Mac as I am a new owner, when I go into Finder it sometimes shows my PC so I can take files off it. Why does it not always show it?
Is there something I have changed etc to make it do this, it does show my external drives.
Forgive me if this has been posted before but I have tried a search to no avail.
