That would happen when you have registered with the O2 website but not entered your mobile number.
Have you registered your mobile number for online billing?

Just curious have you tried it in any other browsers?
You need to click on "online bill" under "view my bill" just under the picture of a phone.This is the screen I get, I click where I have circled but it just reloads that page.
