Visual Hub Mpeg-2 Conversion Help

Hello,

I am trying to convert an .avi file to an mpeg-2 with 24fps. I've tried it multiple times, but every time the quality looks great, but there are pixel blotches that appear every now and then. I would really appreciate some experienced advice of which settings I may need to try and what I need to do in order to prevent this.
