Visual voicemail not available in Ireland???

It seems that O2 Ireland do not support visual voicemail and I want to know whether this is because of a technical reason that they are working on, OR a decision they have made for revenue reasons?

Would Apple allow an operator to decide not to allow users use a particular function of the phone?

According to Darryl, an "O2 Guru" on their board, VV will be implemented before the end of the year.
