visual voicemail settings missing

when i go into cellular data editing i can clearly see cellular data and mms ONLY. there is no option for visual voicemail.
i am on an iphone 3g running 3.1.3 and i have tethering so what could be the problem here?
 
anyone have any ideas why this is?
just pitch it cause ive got nothin here :p
