All of my flv files I have I have to watch the whole beginning before I want to see what I want at 2 min and 15 sec. I cannot just jump ahead. If I move the scroll to the time I want, the video shuts down. Is there a setting I change for that?
 
I think you could convert it to a .mov or an .mp4 file and then set the start time to 2:15 with iMovie.

I've never done that, but that seems to be what you'd want to do. How easy it is, I don't know.
 
As much as I love VLC, I now use RealPlayer if I view flv, and need to jump forward (only until VLC handles them better), as RealPlayer lets you jump forward.
