Voice Calls on LTE. Not possible?

I noticed when i make calls it always fall back to 3G. Can someone explain to me how LTE is only DATA?

ATT does not currently support VOLTE. It is in testing as well as new sim cards that support it as well supposedly. So the iphone will get it in say 3 years. But Samsung will throw it in their phones next year haha. (joke).

Technically it IS possible, a VoIP calling app such as Line2 or even Skype ;-)
