Voice dictation in messages

I have a series 4 lte watch. For some reason when I receive a text message it will not pick up my response when I hit the microphone button. It does nothing. The little sound bars move but not speech to text shows up. Is this a known bug? I am updated on both the phone and watch and I have restarted both to no avail. Any input would be helpful. Thanks

It could be that the Siri connection is down (happens even if you have a good LTE connection). Or is it possible it is recording as a audio message instead of dictating as text? I had to change the settings in the Watch app when my message responses kept going out as audio replies. The setting is under Messages in the Watch App. The default apparently is Audio for Dictated Messages.
