Voice Mail password prompt pop up iphone 4

Every now and then, I'll be on my iphone 4 doing iphone things and this annoying Voice Mail Password prompt pops up. Now I have no idea what has caused this to happen. I am not pressing anything special, it just randombly shows up. Anyone have this problem happen to them? What is the cause of this and what is a solution?

FWIW, I had that same problem whenever I didn't have cellular data enabled.
