Have a 6s Plus with iCloud Drive enabled for Voice Memos. AFAIK, they are not being backed up to iCloud.

Should I be able to see a folder for Voice Memos in the Files app?

Became aware of this because I just got a new XS and none of the Voice Memos from the 6s Plus have transferred over. All other iCloud Drive apps (Notes, Reminders, GarageBand, etc) are successfully showing their data.

Have tried toggling Voice Memos on and off under iCloud storage, seems to have no effect.

Any ideas how to force my 6s Plus to back up Voice Memos to iCloud?

In case anyone is curious, after about three days my Voice Memos randomly showed up on my XS. I did restart my 6s+ three days ago so maybe that’s what triggered it? Anyway, stoked for Mojave tomorrow!
 
Have you had any luck getting your voice memos to sync to the new desktop voice memos app in Mojave? According to Apple's notes, it should be synced just like any other app but I'm having no luck.

I'm not seeing voice memos anywhere in Files or iCloud either. I have voice memos turns on in iCloud's preferences. Not sure why it's not working.
 
Okay, I solved my own problem.

Looks like a bug for Apple to work out. I decided to record a voice memo on my Mac to see if it syncs to my phone. I did it, opened up Voice Memos on my phone and there was the new desktop recording. Within a few seconds, the entire list of phone voice memos appeared out of nowhere in the desktop app. Looks like recording a voice memo on the desktop app triggered a sync.

It took mine about 12 hours to appear on the desktop and now syncing appears to be working well. Really wish we could get folders back, though:/
