Voice Memos Won't Sync

I'm trying to sync the voice memos on my iPhone 5s running iOS 9.3.5 to iTunes 12.5.5.5 on my 2015 MacBook Pro, which is running MacOS Sierra 10.12.3.

But only a few of the memos sync. The rest of them show up when the phone is connected, but not once I disconnect it.

I've checked "sync voice memos" but that isn't working.

Ideas?
