Voice-to-text is generally referred to as "dictation". For Mac OS, you basically have two main options:
I feel like i remember it being mentioned as a feature of leopard some time ago...
...maybe i was just dreaming.
I'm going to go ahead and say, you were. What you probably saw is a Windows Vista demo, and your mind "collapsed" the concept of a feature you liked with the OS you preferred.

MacOS has "Voice Over" in Tiger, but it doesn't quite do as much.
