Am I just missing something or is it required for Voiceover to be on to have it read the notifications out loud?
 
Yes it does, which doesn't even need Siri to be on...this feature has been here since the 3GS, but I hardly call it a feature as it is annoying to turn VoiceOver on and off. I suggest turning on Triple Click Home for VoiceOver and turn it on before you put your phone to sleep.
 
:\ Hmm... I might just live without it then. I would think that with Siri, that the accessibility functions wouldn't need to be running to have that option.
 
If you receive a notification on the lockscreen and activate Siri, then tell her to read the text message or notification, she will.

Voiceover isn't needed to accomplish this.
