I've been helping an older friend with his Apple Watch. His vision is poor, so I setup voiceover to speak the time for him when he taps the screen. He told me that if his watch is charging and he walks near it, it will speak the time. I haven't been able to confirm this, but has anybody heard of this happening?
 
Hi:

this sounds like VoiceOver is picking on on nightstand mode and that's easy enough to turn off simple to the watch app on the paired iPhone and and go to General > scroll down until you find "nightstand mode" and turn it off. This is just one guess and I'm sure if that doesn't help I'll dream up something

Screen 1: open watch and find general on the "my watch tab"

Screen 2: find "nightstand mode" in general then turn it off (make it white not green).

I'll keep fooling around with this just to see if there are any other solutions but for now this is my first guess as what's going on.
