The UK's Royal National Institute of Blind People offers Welsh language synthetic voices.

But only for Windows systems.

Is it possible for third parties to offer additional languages for macOS? I suspect Welsh will be very low on Apple's priority list but, as a synthetic voice has already been created, I'm wondering two things. How difficult would it be to adapt these for use in macOS? And whether Apple make it possible for additional languages from third parties to be added?

I'm not blind but there are times I might find it easier to make my way through Welsh text it it could be spoken out loud.

Of course, I'd like Welsh translation as well! And this question obviously applies to any currently unsupported languages for which synthetic voices exist.

Interesting idea - but, in my case, I am dreadful at speaking Welsh! I'd not be thrilled at listening to my own voice in English and would be mortified to hear it mangling Welsh.

However, if someone else could provide the voice, I can see it working. Anyone know if that is feasible?
 
I was thinking of two possibilities.
1. A created voice has to be saved somewhere on the drive and could potentially be replaced with the file provided by RNIB.
2. You could use a Windows virtual machine with Welsh text-to-speech voices installed to train the Personal Voice in macOS.
