Voiceover suddenly stopped appearing.

I have to admit, I don't use voiceover that much, but sometimes its fun to mess around with. Has anyone had this problem where the little "bubble" for voice over command just stops appearing? Me and my friend both would poke around with it, and his works great (on his MacBook right now) but mine won't even appear in the "Speech" section of System Preferences. All I had to do before was turn on "speakable items" and the little bubble would show up.

Can anyone provide any help? it's annoying when programs just cease to work on any machine, as you know.
