What is the reason for the different voices on the Shuffle if you sync it with a Mac or Windows?

The reason is that the voices aren't generated on the Shuffle.
Rather, when you sync your shuffle, iTunes first uses whatever speech-synthesis engine is installed on your computer (MS Sam on XP, MS Anna on Vista, whatever voice is in OSX) to say all the names of all your tracks, then puts all that audio into a separate file. The Shuffle isn't actually doing anything - it's all your computer.
