I'm looking for an app that can have a custom phone number and also allow a custom voicemail to be setup that can have messages left on it.

It's fine if it's paid, I'm just looking for some suggestions.

You can set up a Gmail account (or use a current one) and then add a Google Voice number to it for free. Included are custom voicemail(s) and email of voicemails to an address of your choice. There's also the Google Voice app to get voicemails and SMS messages.

If you want, you can set up the Talkatone app to use the GV number as a VOIP service when on wifi.
 
An app isn't a suitable solution for voicemail. You need to find a VM service. If your phone isn't available for any reason (no coverage, turned off, etc) then you won't get any VM's if you rely on an app.

GV is one such service.

I think he was reiterating what I said about Google Voice.

I set up a Gmail account and associated Google Voice number once just to sell a car. Once the car was sold, I changed the voicemail message accordingly and abandoned the account.

So I take it the suggestion is to use Google voice.
 
I use LINE2 app. cost is 9.99 per month. you get a custom phone number and custom voice mail. Unlmited calls and SMS in US.
