Do those tweaks actually do anything or are they just placebo? I was thinking of purchasing one back on iOS 7 but was always skeptical.

They do, but at a certain percentage, the sound distorts. I used a tweak called Volume Amplifier. Didn't have it for long because I was afraid of damaging the speakers.
 
Do any of these sound boosters grant control over different bands? I have a hard time hearing high frequencies and would love to boost the treble but leave bass and midrange where it is.

I don't think so. However, there is a tweak called Equalizer Everywhere that is pretty awesome.

It's an equalizer. That applies everywhere.

To be specific, it applies an equalizer to your speaker output. So it works with every app, hence EqualizerEverywhere. You can configure it from the control center (by swiping left on the music controls) or through settings.

For the nerds:
10 bands with a preamp. Peaking EQ filter. 60Hz, 170Hz, 310Hz, 600Hz, 1KHz, 3KHz, 6KHz, 12KHz, 14KHz and 16KHz. Ranges from -12dB to +12dB.
Use the equalizer either through settings or in the control center.

It's $3 and on the BigBoss repo. Well worth it!

Also- I've used volume amplifier and it worked well, but I have read a few posts here and there about speaker damage, so I'd be careful with that one. A discerning ear would help to keep your risk lower.
