I'm not sure if this is normal or not, but whenever I turn on my laptop the volume is always maxed out. Even if I turn it down before shut off, it still stays max volume! Help, anyone?
 
Mine also resets fairly high after rebooting. I didn't look at it, but it was more than half way. It is annoying because my headphones are very sensitive. I normally keep the volume at 1 bar, sometimes a little higher or lower by pressing option+shift+volume up/down.

The other problem with sensitive headphones is that I can hear the constant background hissing, especially during quiet parts in the music or if nothing is playing. I am considering building an attenuator so I can use these headphones at more reasonable volume settings.

To solve the problem go to "Macintosh HD / Library / Preferences / Audio" Delete the 2 audio files, then set the audio level as you want and reboot.
 
Try a 3rd party app called SoundSource

It's great, especially if you use different devices like USB headphones etc
