volume keys, 'F' keys don't do as they say on the tin

how do i set the keyboard "F" keys to do what they should do?
been bugging me for ages now...
in keyboard preferences theres no mention of setting up "F" keys...pressing the volume key F12 for example brings up the dashboard?!?

mac mini, wireless keyboard by the way
