When in windows, the volume is much louder than it needs to be. One "bar" of volume is pretty loud, I have to turn it down to near mute for it to be tolerable. Problem is, sometimes it's just right, other times its too quiet.

When I use OS:X I have the volume at 4 bars, which is universally good for everything I listen to, but in Windows it's amplified for some reason.

Is there a driver or something I need to fix this or is Windows just loud?
 
Have a look at the "mixer" view (XP -> double click the speaker icon, Vista -> click mixer in the volume control) you will probably find that the Wave volume is at maximum.

If you are using Vista it is possible to set the volume for each running application in the mixer view.
