VPN: IKE over TCP

I'm trying to connect to a VPN where I'm supposed to be using IKE over TCP. The only directions provided for me are for Windows users. Does anyone know how I can connect via OSX's built-in VPN functionality or with a different VPN client like Cisco's? I've tried a few things that haven't worked, so I thought I'd better ask. Thanks!
