VPN in iOS 7

question:
what happens to vpn connection once phone enters sleep mode (locked)?

Does it get disconnected after a couple of minutes like ios6 or does it keep vpn connection alive?

It disconnects within in 30 seconds or so. Same as previous iOS's.

Has anyone found an app that supports the VPN just in the app? I have a citrix connection to my work... in order for that to work I have to turn on and login to VPN in settings and then launch the app. I'm hoping once iOS7 is released citrix will add "per-app-VPN" and automatically make the connection when I launch that app.

No apps will have it as no one can publish iOS7 API apps yet.

Ask Citrix about that.
