Is it normal for a VZW iPhone 4 not to send/receive MMS while WIFI is turned on?

I have a friend that is having this problem and they are being told by VZW that this is normal. I have an iPhone on ATT and I am able to send and receive MMS while my WIFI is turned on (I never turn it off).

wifi has nothing to do with mms, if he has signal, he should be able to send them and receive them
 
The only limitation we know of for certain is that he probably won't be able to send/receive MMS while in the middle of a voice call. But being connected to WiFi shouldn't affect is ability to send/receive MMS.
 
I have both a Verizon iPhone 4 and 4S (both on 5.0.1 but the iPhone 4 has run every iteration since release software) and I've never had that issue.

I leave WiFi enabled all the time on my phones, just disable the prompt so it just joins my home network and doesn't ask about others, and have never had an issue using Text/MMS and now iMessages when it's connected.
