I run a Thunderbolt Display attached to a MBP.
Under Windows 7, the Boot Camp drivers allow the in-built keyboard to manage the brightness of the in-built display...the external wireless Apple keyboard managed the brightness of the TBD exclusively.
Even showed Apple's OSD for brightness.
Under Windows 8: no go. Using the brightness controls on either keyboard results in the W8 brightness applet display on the primary display (top left corner), and only ever controls the brightness of the in-built panel. The TBD consistently lights up at 100% brightness (even after dropping it under OS X beforehand).
So.
Went to the Boot Camp control panel and checked out the 'Brightness' tab, which allowed me to dim the TBD to a suitable level, matching the brightness of the in-built display. I rarely (read: almost NEVER) change these values so it was a workaround for me. Still. Bit of a pain. Hopefully this is made right eventually.
Hopefully this assists someone else.
