No, a Wacom cannot be used as a touch pad but you can use the pen in lieu of a mouse.
 
Ah thanks. The answer remains the same. You cannot use a wacom as a touch pad like you use your notebook's trackpad. You must use the pen.
 
ok i see is that a lcd screen on the tablet? or simply just a blank touch area?
 
No, the tablet with a screen is the Cintiq. Even then I believe you still need the stylus. The tablet essentially communicates with your OS as an input device. Like a trackpad on your notebook does, but the wacom is not built (at least as far as I know) to respond to touch in that manner. My wacom certainly doesn't.

You may want to search for trackpads. About 8 years ago I was at some computer shop and found this product called a glidepoint. It looks like they still sell them. It worked well.
