Yep, Dashboard is Tiger only. However, you can get Konfabulator (or Yahoo! Widgets, as it now is) here for pre-Tiger Widgetty goodness.

Yes, Dashboard was one of the main features introduced in Tiger. However, Konfabulator (now called Yahoo! Widget Engine) was around long before Tiger and Dashboard, and it works on Panther and Tiger. Dashboard widgets are not compatible with Yahoo! Widget Engine and vice versa, but there are a lot of Yahoo!/Konfabulator widgets available anyway. You can download it free at: http://widgets.yahoo.com/ It's available for Windows too.

Another option is Amnesty Widget Browser. It lets you run Dashboard widgets on Panther. It's $20 to buy, but they do have a free trial. Never used it, just heard of it.
