I unpaired my Watch from the old iPhone and paired it with the new one. None of the settings or faces were restored. What the hell.

Does iCloud restore those things or not?

What iCloud restores is the Apple Watch backup stored on your iPhone which then got restored to your Apple Watch. And based on my experience, iPhone does backup settings and faces relatively well, so it should be restored just fine, assuming it has been backed up on your iPhone.
 
With the quick phone to phone transfer, when you unpair your watch from your old phone and then do the transfer, all of my faces, data and setting where there when I paired with the new phone.

Mine failed over and over. Was super annoying. Had to wipe the watch.
