Absolutely. Not sure about how to actually get a full price Verizon unlocked phone, but if you can get one, it will work with AT&T and TMo fine.
 
The only "contract free" and unlocked iphone 6 at the moment is the t-mobile version which is listed on apple´s website and will be available for pre-order.

Here's the plan, my grandfather is eligible for an upgrade sometime in October, so I plan to upgrade his line to the iphone 6, take the iphone 6, and put back his iphone 5s, will the iphone 6 be unlocked and ready to go for any gsm carrier after that?
 
Thats why I am comfortable buying the Verizon iPhone outright knowing if the unlimited throttling pisses me off I can switch to att or tmobile using my same device, or switch to one of verizons off contract edge plans.
 
yep, once again it would appear that the Verizon model is the one to get. AT&T and T-Mobile devices have a CDMA chip, but not enabled, and none of the CDMA carriers would activate it. Verizon would be able to be used on AT&T and T-Mo if you choose, since VZW devices come unlocked.

Sprint would be the one to have if they were unlocked, and if VZW would activate another carrier's CDMA phone, but unfortunately, neither of those are true yet.
