Okay, so I'd say the new 13" would be my dream laptop. Aside from it's too darn expensive. I recall for 2017 the refurb came out about 3 months in? Anybody have more accurate number of how long the wait might be?

I think it really depends on how quickly these laptops are bought and returned and the quantity of returns.
I think 3 months is on the short side from what I noticed. IIRC, there was a lot of posts saying that people were returning them for various reasons.
A more realistic number would be 5-6 months.
A piece of advice, if you see one on the refurbished page that you like, don't delay, as they sometimes disappear very quickly.
