"Waiting to upload" to iCloud Drive

I am currently having an issue where a certain number of files are "waiting to upload" to iCloud Drive but I can't seem to make it happen. I believe most of these documents are ones that have been created or updated since I updated to macOS Sierra. When I open a finder window there is a "status circle" that is almost closed and when I click on it it gives me a status bar showing that it is uploading 119 items, 4.02Gb of 4.02Gb's and yet it isn't finished.

Is there any way to force the remainder of these documents to upload to iCloud?
