If two people with watch OS5 both have non cellular Apple watches and use the walkie talkie app, what would happen in this situation:

Person 1 ,who is at home and on WiFi, sends a walkie talkie message to person 2. Person 2 is not at home and not connected to WiFi. Will person 1 be able to send a message to person 2? Vice Versa? Will person 2 receive the message?
Or not a concern if both people have their watches connected to their phones?

This. All Apple Watches, cellular or otherwise, will always default to using the phone's data connection whenever possible. The only time person 2 would not be reachable is if he does not have his iPhone, is not on WiFi, and does not have a watch with an active cellular plan or does have one but has no signal.
