My sis called me in a state of panic, lol. We both use the walkie talkie app on iPhone. After using we leave the app active/on the watch or don't toggle to off. Her Verizon data was just going like crazy and she got a message stating she only had so much % left. My question is because we left the app on does it continually use cellular data? The only change has been turning the app on.

That’s not how it works. After a certain amount of time Walkie Talkie times out. Something else is going on with your sister.
 
I found walkie talkie clumsy and couldn't see the advantage over regular phone, other than the initial novelty. It uses facetime audio, which uses your cellular data plan (unless connected to your wifi) - admittedly not much, but still, compared to 2-way unlimited phone minutes seems no real advantage.
Also, a big disadvantage is that enabling walkie-talkie to accept calls on the watch drains the battery.

And I come from a background of using one-way marine radio, so am very familiar with that type of communication.

I would be very interested to hear of practical situations where people have actually found it useful, instead of phone.

I have this on and can’t say I’ve noticed any significant drain. Having said that, I haven’t done a detailed assessment...

The main use from us is as an alternative to shouting to each other in the house: “Would you like a cup of tea, darling?” 😊☕️

Same. We use it as an intercom system. My house is very long and if we’re at opposite ends of the house we can’t hear each other. Walkie Talkie is convenient.

Yes, I and my wife used to use walkie-talkie for this, but now we just phone each other via our watches. Maybe I will have to give it another try, thanks

Another benefit is we don’t have to wonder if the other person is if they’re busy or not. People can make themselves unavailable at any time.
