In System Prefs, there is an option for the wallpaper to change (in order or randomly) every 'x' about of time. What I was wanting was to have 24 images of Dubai, with it changing the wallpaper once every hour and each wallpaper would be of the time of day (i.e., at 5am, it will change the wallpaper to the 5th wallpaper, which will be a sun rise of Dubai).

The problem I am having is that when I add the folder to the wallpaper side panel, the order of the images change. I have tried renaming them 1,2,3... and they still change order. So how can I fix this?

Can you tell how it's getting the order (eg. is it the same randomness everytime you add it)? Also would this get off track if you shutoff the machine?
