Wallpaper suggestion doesn’t work

iOS 18 doesn’t show suggested wallpaper even though all my photos are already on iCloud.

Does anyone know how to fix this?!

First time I setup my new 16ProMax I had the same problem. Lib optimization was finsihed, but there were no suggestions, wallpaper suggestions, trips and person groups even after days of overnight battery and multiple restarts.

Nuked the phone and setup again. One night later and everything was there.
