want to un-import icloud photos and videos...

My mom imported all of her photos and videos from her icloud account to her computer, and deleted them off her phone when prompted to. I decided to just upgrader her icloud datat to 200GB so she has enough space to keep everything in icloud. How would I though, go about putting those photos and videos back into icloud now that they are sitting on her computer in her iphoto library? They are broken into folders, and want to keep everything the same (i.e. like I didn't ever take them off icloud to begin with)

Import the photos into the Photos.app and turn on iCloud Photo Library.

So her photos are currently in iPhoto (which if I understand correctly was replaced by the photos app). do I need to replace iphotos with the photos app? If so, how do I do that?
