macOS Want to write a QuickTime utility

I work in video editing and I want to write a little mac utility that reads a timecode track of a .mov and composites the timecode text over the movie, like a burnin. I'd like to think I could write this my self but I don't think I'm quite cut out for programing. I would be willing to hire a developer to work with on this. Is this type of application complicated? Any advice on where I could go to find a developer to hire?
