The buck will be passed around if you are a victim of "scuffgate." They will tell you to contact Apple, Apple will tell you to contact them. This is especially the case with places like Bestbuy/Walmart/Radioshack where the person who probably helped you doesn't know anything about technology, and barely has a highschool diploma/GED.

Also, beware of retailers that force accessories onto you. If you are told that you MUST purchase an accessory/extended warranty with your device, you are being lied to. Report this to either the manager or their corporate office if the manager is full of **** too.

Dealing directly with Apple is the best way to go. They will go above and beyond to help you if you buy directly from them...however, if you don't - you are SOL unless you have a hardware defect that's more than just chips/scuffs on a brand new phone.
