Was there any mention of memory optimization for existing hardware?

I know there has been many problems with memory due to the 1GB limitation of today's hardware, does IOS9 do anything to improve things such as applications not reloading upon reopening, and safari tabs not reloading upon entering?

I think iOS 9 improves because I don't see as many Jetsam when I was on it
