Wasn't iOS 12 supposed to merge conversations in iMessage?

Messages from different emails or phone numbers belonging to the same contact are correctly merged in one single thread on macOS. This didn't happen on iOS but it was supposed to happen starting on iOS 12. I installed the Golden Master and I still have different entries for the same contact, whenever they text from Apple ID, phone number, alternative email, etc. One thread for each address, phone, etc

Is there something I need to do to start the merging process?
