No.

At least, since the 3G, in the USA, the retail price has been $650, going up $100 for each capacity upgrade.

EDIT: You are partially right. The original iPhone retailed for $600.

It's always been $649/$749/$849, but it has only been since the iPhone 4 that we were able to buy it factory unlocked in the US. (and it wasn't that way at the beginning of the iP4 either)

It went up in Canada this year. $699, $799 & $899. $50 more.
